WP1 – Project Management

WP1 ensures the smooth, coordinated and efficient implementation of ARTEMis throughout the 36-month project. It establishes robust management, communication and reporting processes, supports effective decision-making and oversees progress monitoring, quality assurance and risk management. The work package also covers ethics, legal and data governance, ensuring compliant and responsible research practices. WP1 facilitates collaboration among partners, manages meetings and external interactions, and provides strategic scientific and innovation management to guide the project toward its objectives and long-term impact.

WP2 – Set the Grounds: Assessments and Analysis of Existing Systems and Technologies

WP2 establishes the foundation for ARTEMis by assessing current technologies, systems and user needs across Europe. It updates the state of the art, reviews recent advancements in alert and impact forecasting, and refines the project’s architecture, use cases and validation scenarios. The work package also analyses existing EU systems through a detailed gap assessment and identifies societal needs to guide human-centric developments. WP2 ensures that ARTEMis builds on solid knowledge, real operational requirements and user-driven priorities.

WP3 – Developing a Collaborative, Integrated Emergency Management Framework

WP3 focuses on designing and deploying the technological backbone of ARTEMis. It establishes operational links with emergency authorities and defines mechanisms for secure, cross-border and cross-sectoral data sharing. The work package advances earth observation and meteorological inputs, improving accuracy through bias correction, downscaling and EO system assessment. Finally, WP3 integrates all technological developments—data fusion, AI components, EO enhancements and existing EMS tools—into the ARTEMis Integrated Emergency Management Framework, enabling interoperable, scalable and multi-level emergency management across Europe.

WP4 – Harmonisation of Alert and Impact Forecasting Systems & Enhancement of Risk Awareness

WP4 advances the harmonisation of alert and impact forecasting across Europe by developing standardised methods for assessing vulnerability and exposure, designing harmonised alerting protocols and defining common technical standards. It builds on real-time and near–real-time analytics to support timely information dissemination to civil protection authorities and integrates AI-based approaches for multi-hazard monitoring. WP4 also delivers innovative visualisation tools to represent risks, vulnerability and exposure in intuitive, actionable formats. The work package strengthens interoperability, standardisation and shared situational awareness across emergency management systems.

WP5 – ARTEMis Validation, Testing and Impact Assessments

WP5 is the core piloting work package of ARTEMis, coordinating five operational pilot lines that validate the project’s technologies in real environments: droughts (Slovenia, Po Valley, Catalunya), floods (Emilia Romagna & Mandra), wildfires (Attica), earthquakes (northeastern Italy) and landslides (Cazzaso, Italy). WP5 deploys a harmonised validation protocol, refines scenarios, and continuously monitors pilot execution. It evaluates performance, usability and impact using common KPIs and engages end users throughout the process. The work package concludes with a comprehensive impact assessment and lessons learned to support scalable, harmonised emergency management practices across Europe.

WP6 – Knowledge Transfer, Awareness and Capacity Building

WP6 strengthens the ability of stakeholders and citizens to understand and use ARTEMis solutions. It identifies capacity gaps across policy, institutional, technical and human-resource dimensions, forming the basis for targeted training. The work package develops multilingual training materials for diverse stakeholder groups and coordinates workshops, webinars and hands-on training sessions across Europe. WP6 also leads public awareness campaigns to inform citizens about local risks and preparedness measures. Through structured knowledge transfer and capacity building, the work package ensures wide adoption, improved readiness and enhanced societal resilience.

WP7 – Spreading the Word, Connecting Communities, and Bringing ARTEMis to the Real World

WP7 is all about making ARTEMis visible, engaging and impactful. It builds the project’s visual identity and online presence, shares our progress through events, campaigns and social media, and helps diverse audiences understand how ARTEMis supports safer and more resilient communities. A key part of WP7 is creating strong synergies with first responders, public authorities, EU initiatives and related research projects—ensuring knowledge flows and collaboration grows. At the same time, WP7 shapes the long-term sustainability of ARTEMis by refining our exploitation strategy and exploring market opportunities for our innovations.
